The minimum age to get a driver’s license in the United States Virgin Islands (USVI) when you are at least 16 years old and you take the 5 STEPS below
The following steps have to be completed to obtain a United States Virgin Islands (USVI) driver's license for the first time:
STEP 1: Medical Application Form
All applicants shall obtain, fill out and turn in a medical/application form. The medical portion must be completed (signed and stamped) by a licensed local physician. This form shall be valid for one (1) year from purchase date. For Applicants under 18 years, a parent/guardian consent form must be completed and notarized. Questions include but are not limited to whether the applicant suffers from various types of medical conditions dealing with hypertension, Diabetes, Fainting spells, Epilepsy, Hearing impairment, mental illness, heart ailments, physical disability, etc. Medical/Application Form also requires a visual examination by a local certified doctor

STEP 2: Written Test
Written tests shall be administered by appointment only after applicable fee is paid. Applicants shall bring their completed medical/application package before the test is administered. Only the applicant and the BMV employee administering the test will be allowed in the testing room. Oral exams may be administered if there is difficulty in reading/writing on the part of the student or at any time the instructor/Director deems it necessary
STEP 3: Learner’s Permit
A learner’s permit shall be issued after applicant successfully passes the written test and the applicable fee is paid. Learner’s permits are valid for six (6) months. Parents or guardian of applicants under 18 years must sign the learner’s permits at the BMV. Parents or guardian must show legal documents of proof of relationship and identity. When driving, an applicant must have the medical/application with learner’s permit attach on their persons at all time with a license driver in the vehicle as well
STEP 4: Road Test
An appointment shall be made for the road test after successfully passing the written test and the applicable fee is paid. The applicant must present the completed medical/application package along with the learner’s permit when making the appointment. Only the applicant and the BMV inspector giving the test will be in the vehicle during the road skills exam. There will be on interference from anyone once the exam has begun and no one is allowed in the testing are besides the applicant and the BMV Inspector. Failure to adhere will lead to automatic failure
STEP 5: Issuance of Driver’s License
After successfully passing the road tests, applicants shall be issued their driver’s license upon payment of applicable fees and the documents listed in the legal documents/source documents section are presented for scanning and verification purposes. Driver’s License is valid for 5 years and expires on the 5th year on the driver’s birthday

- Valid, unexpired U.S. Passport/Card
- Consular proof of birth abroad
- Work Authorization permit card
- Certificate of Naturalization
- Permanent Residence card/Certificate of Citizenship
- Alien registration receipt card (green card, or I-551 form)
Social Security Verification (All Documents must show full Social Security Number)
- Social Security Card
- SSA 1099
- NON SSA 1099
- DD 214
- Stamped IRB Income Tax Return
Two (2) Forms of Proof of Residential address
- Deed, mortgage, payment, booklet, or rental agreement
- Utility Bill
- Property Tax Statement
- Notarized statement from person you live with along with one address document in that person’s name
- Homeowner Insurance Statement
- No two (2) forms from the same source
