You must be at least 15 years old to take the Vermont Learner’s Permit test

If you want to drive in Vermont and you do not have a license, you will have to get a Vermont Learner’s Permit. You must be at least 15 years old to take the test. You must also be a Vermont Resident or a resident of another State enrolled in a Vermont Driver Education & Training
- To apply for a Learner’s Permit, an individual under the age of 18 must have maintained a “clean” driving record in the previous two years. If you have had any recalls, suspensions or revocations, contact DMV as you may be required to serve an additional waiting period
- If you are 15, 16 or 17 years old, you need your parent’s or legal guardian’s permission (unless you are an emancipated minor). A parent or legal guardian must sign the application before you can take the test
- Your permit will be issued after you pass the vision and the knowledge tests, pay the required fees and show proper proof of identification and Vermont residency
With a valid Learner’s Permit, you may drive anywhere, anytime in Vermont if there is a licensed and unimpaired parent or guardian, or a licensed or certified unimpaired driver education instructor or a licensed and unimpaired individual 25 years of age or older riding in the front seat.
You are eligible for a Vermont Junior’s Driver’s License when you are 16 or 17 years old and meet all of the requirements

The requirements to get a Vermont Juniors Driver’s License include:
- A Junior Driver’s License is issued to persons 16 or 17 years old who pass the required examination
- You must possess a Learner’s Permit for at least one (1) year prior to obtaining a Junior Driver’s License
- Your parent or legal guardian must sign your application giving permission for you to be tested
- Provide proof that you are a Vermont Resident or a Visiting Citizen of a Foreign Country with an authorized duration of stay with at least 30 days remaining
- You will need documentation to establish identity
- An individual must have maintained a ‘clean’ driving record without any Learner’s Permit recalls suspensions or revocations for a six (6) month period prior to obtaining a Junior Driver’s License
- Before getting a license, all 16 and 17-year-olds must have passed a state-approved driver education and training course consisting of 30 hours of classroom study, 6 hours behind the wheel training, and 6 hours of observation
- In addition to the hours indicated above, you must complete 40 hours of driving practice, with at least 10 hours being nighttime driving. Nighttime driving is considered driving during the period of 30 minutes after sunset, to 30 minutes before sunrise
- A person may take a road test if their Learner’s Permit has not been expired more than 3 years and has been renewed prior to the exam. If it has been expired more than 3 years a written exam would be required before the road test can be given

If you are under 18 years old, After Applying for your Vermont Learner’s Permit and pass the permit test, you should:
- Get driver’s education completed if you are 16 or 17 years old to get a Junior License
- You must get at least 40 hours of driving practice
- Prepare for your road test
- Hold your Learner’s Permit for at least a year before getting a Junior Driver’s License
