To apply for an Oregon Learner Permit, the applicant must be at least 15 years old. Drivers 15, 16, and 17 years old get a permit called a Provisional Instruction Permit.

  • Study the Oregon Driver Manual
  • Complete the pre-application online if this will be your first issuance in Oregon
  • Provide DMV with your parent or legal guardians signature
  • Determine if you need a Real ID
  • Schedule your appointment
  • Go to a DMV office
  • Show proof of your physical address and legal presence/identity
  • Pass a vision test
  • Optional - take the practice knowledge test
  • Pass the knowledge test
  • Pay the current fee
  • Get your picture taken

The Provisional Driver License Requirements for Drivers Under 18 Years Old are:

  • 16 or 17 years old
  • Pass the written knowledge test
  • Hold your instruction permit​ for 6 months
  • Get driver training (optional)
  • Complete 100 hours of supervised driving experience or 50 hours if you have taken and passed an approved Driver Ed course​

  • Go to DMV2U and start the online pre-application, if you have not been issued an Oregon credential before: https://dmv2u.oregon.gov/eServices/_/
  • Determine if you need a Real ID
  • Make an appointment at a DMV office
  • Show proof of your residence address and legal presence/identity (if you want a Real ID there are additional requirements)
  • Pass a vision test
  • Optional - take the practice knowledge test
  • Pass the knowledge test, if required
  • Optional - Get Driver Training or get an instruction permit
  • Schedule a drive test
  • Pass the drive test
  • Pay the current fees

You must pass a knowledge test consisting of 35 multiple-choice questions based on the Oregon Drivers Handbook. You must answer 28 questions correctly to receive a passing score. The passing score is 80%. The manual includes all the information necessary to pass this test.  The test includes questions about road signs, traffic laws, and other information a driver needs to know

If you are under 18 years old, a parent or legal guardian must bring you to the DMV office

A vision test is required to obtain an Oregon Learner’s Permit and Driver’s License. DMV tests your vision to confirm that you can drive safely. If you take the test while wearing glasses or contacts, you will be required to wear them when you drive.  If you don’t pass the vision test, we’ll give you a form to take to your eye doctor

A physical exam is not required to obtain an Oregon Learner’s Instruction Permit or Driver’s License

A photograph will be taken at the Oregon Driver & Motor Vehicle Services (DMV)

If you need to take a driving road test to get your license, you must test with a DMV contracted Class C testing business. You can schedule your road test (if necessary) here:

You will be provided with your Instruction Permit after passing the written knowledge test. Applicants older than 18 can apply for a driver’s license whenever you believe that you are ready. If you are under 18, you must hold your permit for at least 6 months before applying for your road test. You are also required to provide a certification form from a parent or guardian stating that you have completed at least 50 hours of supervised driving practice.  You must then pass the safe driving practices test.  You must also take an Oregon approved traffic safety education course or get an additional 50 hours of supervised driving practice, which must be certified by a parent or guardian
