Ages 14-15 Licensing Requirements

Steps to Become Licensed:

  • Must hold a valid learner’s permit for at least one year. (If you received a permit prior to January 1, 2012, six months)
  • An acceptable formal driver's education course must be completed.
  • Must complete 50 hours of practice driving in variable conditions. (Not applicable to those who received a permit prior to January 1, 2012)
  • Must successfully complete a road test through the State to become fully licensed

Restrictions while Operating on a Learner’s Permit:

  • Must be accompanied by a supervisor driver in the front seat
  • May not operate an electronic communication device while operating a motor vehicle.
  • May only operate a vehicle owned by a parent, guardian, grandparent, sibling, aunt or uncle unless in a vehicle equipped with dual controls and accompanied by a licensed driver trainer
  • May not have more passengers than the motor vehicle is designed to carry
  • Restrictions while Operating on a Restricted Class D License
  • May not operate a motor vehicle between the later of sunset or nine p.m. and five a.m. unless licensed driver is in the front seat, or the vehicle is being driven directly to or from work, official school activity or religious activity

Steps to Become Licensed:

  • Must hold a valid learner’s permit for at least six months
  • Must complete a road test through the State to become fully licensed
  • Restrictions while Operating on a Learner’s Permit
  • Must be accompanied by a supervising driver
  • May not operate an electronic communication device while operating a motor vehicle

Ages 18+ Licensing Requirements

Steps to Become Licensed:

Must complete a road test through the State to become fully licensed

You must pass a knowledge test consisting of 25 multiple-choice questions based on the North Dakota Drivers Handbook. A score of 80% is required. You must answer at least 20 questions correctly. No appointment is needed, but it is suggested. Arrive no later than one hour prior to noon if testing at an office that closes for lunch, and no later than one hour prior to closing. Allow yourself extra time if you will be taking more than one knowledge test.

When applying for your Learner's Permit, you must present proof of provide proof of:

  • Legal Presence, Citizenship, or Lawful Permanent Residence in the U.S.
  • Your social security number
  • North Dakota residence address

If you are under 18 years old, a parent or legal guardian should bring you to the DOT office

A vision test is required to obtain a North Dakota Learner’s Permit and Driver’s License

A physical exam is not required to obtain a North Dakota Learner’s Permit or Driver’s License

A photograph will be taken at the North Dakota DOT

After passing the written permit test and getting your permit:

  • If you are 14 or 15 years old, you have to hold your Learner’s Permit for 12 months or until age 16, but no less than 6 months before you are allowed to take the road test
  • If you are 16 or 17, you have to hold your Learner’s Permit for at least 6 months before you are allowed to take the road test
  • If you are under 16, you must complete at least 50 hours of supervised practice driving and also complete a driver’s education course before you are allowed to take your road test
