Applicants between 15 and 17 years old must go through the graduated licensing process before receiving full driving privileges in North Carolina
- The process has strict requirements for teen drivers to get on-the-road driving experience
- An individual must be at least 15 years old and have received a Driving Eligibility Certificate and a Driver’s Education Certificate from an approved driver education course

Teen drivers may only operate a motor vehicle while being supervised by:
- A parent or legal guardian
- A grandparent
- An adult who has been approved by a parent or legal guardian
The supervisor must be:
- A licensed driver
- Licensed for five years
- Seated next to driver when supervising
You must pass a knowledge test consisting of 25 multiple-choice questions based on the North Carolina Drivers Handbook. A score of 80% is required. You must answer at least 20 questions correctly
The following documents are required to get a Graduated License:
- One document verifying identity and date of birth
- A Social Security card or one document proving they have a Social Security number
- One document proving North Carolina residency
- Certified, U.S. issued Birth Certificate

After passing the written permit test and getting your permit, if you are under 18 you must practice driving for at least 12 months before applying for your limited provisional license. You must get at least 60 hours of behind the wheel driving training
