To get a New Mexico instructional Learner’s Permit, you must be at least 15 years old. That is Stage 1 in New Mexico’s Graduated Driver Licensing (GDL) three stage program, which is required for drivers 18 and under.
You must provide proof of:
- Having completed or of being enrolled in a state-approved driver education program;
- Identity
- Identification number
- New Mexico residency

You must pass a written MVD Knowledge Exam consisting of multiple-choice questions based on the New Mexico Drivers Handbook. The exam may taken at the MVD or it can be provided by an MVD “contracted” ‘Driver Education School.

A physical exam is not required to obtain a New Mexico Learner’s Permit or Driver’s License
